Jim Wimberly, Senior Associate 

Jim Wimberly is an expert in financial, IT and program management.  As an Associate Director at Cowan & Associates, Jim’s current project is with the Commander, Naval Installations Command (CNIC).  In this capacity, Jim is a financial analyst who provides Future Requirements Determination (FReD) services in support of CNIC Strategy & Future Requirements – Resource Management (N55) Branch. 

Prior to joining Cowan & Associates, Jim worked at Raytheon’s Command and Simulation Solutions office where he was the Deputy Program Manager for the Joint Automated Deep Operations Control System (JADOCS).  Prior to Raytheon, Jim worked at Delex Systems Corporation for 7 years as a Tactical Training System Software Project Manager responsible for the design, development and implementation of Harpoon/Tomahawk Cruise Missile training systems for the U.S. Navy and FMS clients. 

From 1986 to 2006, Jim served as in a variety of assignments as a Surface Warfare Officer in the United States Navy.  His shipboard tours included Assistant Strike Operations Officer aboard the USS CONSTELLATION (CV-64), Ordnance Officer on the USS HALSEY (CG-23), Instructor Fleet Combat Training Center Pacific, Operations Officer on the USS CURTS( FFG-38), Tactics Officer at the Surface Warfare Development Group, and Program Analyst at the Chief of Naval Operations Staff (OPNAV N85/N86).

Jim received his Bachelors of Science Degree from Abilene Christian University.
