David Riley has over a decade of project management experience in the Department of the Navy (DoN) as well as significant expertise in business process design and improvement, quantitative analysis and modeling, and market analysis techniques. David is an experienced consultant leading strategic planning, change management, and performance analysis initiatives. Additionally, David served in the U.S. Navy, earning numerous decorations for action in combat and peacetime, giving him a depth of experience in leading teams in challenging and dynamic environments. Currently, David provides program management and strategic planning consulting services for Commander, Navy Installations Command (CNIC) Strategy and Future Requirements Office (N56). David has managed the design, development, and implementation of an Enterprise Performance Management system that provides balanced, objective measurement of strategic goals across 29 programs at 70 worldwide locations. David has leveraged his quantitative modeling experience in working with program directors to develop objective operational metrics and customer satisfaction surveys, and combine them in a manner that aligns with their strategic priorities and provides senior leadership actionable data at a glance. Previously, David has worked on engagements with multiple DoN clients including OPNAV N1 and CNIC N1 providing a variety of program management consulting services. At OPNAV N1, David provided process improvement and business case analysis support to the Manpower, Personnel, Training, and Education Requirements Officer. At CNIC N1, he provided process improvement, metric development and financial planning support for the Planning, Programming, Budgeting, and Execution (PPB&E) cycle. Prior to joining Cowan & Associates, David worked with Eaton Corporation, a diversified manufacturer. Working in the Operations Excellence department within the Electrical Division, David designed and managed the initial phases of implementation of a Manufacturing Resource Planning (MRP) system across 16 satellite manufacturing facilities. During his nine year Navy career, David served in a variety of operational leadership roles including Force Protection Action Officer with Commander, U.S. Fifth Fleet in Manama Bahrain, where he directed long-term humanitarian relief efforts after the Oct 2005 earthquake in Pakistan. As the sole U.S. Navy representative onsite in Karachi, Pakistan, he designed a response plan for the U.S. Navy to provide pre-positioned equipment and humanitarian aid via a multi-mode logistics chain into areas with severely degraded infrastructure and significant terrorist threat. David’s initiative and leadership were essential to the U.S. Navy’s relief efforts that saved countless lives. Additionally, David served as an Instructor Pilot with Training Wing One in Meridian, MS, and as a Naval Aviator with Airborne Early Warning Squadron 121 in Norfolk, VA where he was selected as a Landing Signal Officer (LSO) and as the squadron’s Naval Air Training and Operating Procedures Standardization (NATOPS) Instructor. David received his Bachelor of Science in Aerospace Engineering from the University of Colorado where he was a recipient of a four-year academic scholarship. David earned his Master of Business Administration from the Darden Graduate School of Business Administration at the University of Virginia where he was a John and Mary Kay Strangfeld Scholar. Additionally, David earned his Lean Six Sigma Green Belt from Villanova University in 2009 and holds an active Top Secret (SCI) Security Clearance granted by DoD. |
