Melinda has provided consulting services to Federal, DoD and Higher Education clients in the areas of proposal writing, communications and executive support. She currently providessenior executive support for the Department of Navy’s Commander, Navy Installations Command (CNIC) Total Force Manpower (N1). In her recent work, Melinda has partnered with clients to address Emerging Media and Communications challenges in Marketing and Branding, research and development (R&D), and internal oversight. Prior to joining Cowan & Associates, Melinda supported DoN in an assignment as team lead and strategic communications support for the Navy Enterprise Resource Planning (ERP) Program. Melinda managed a team to provide daily operations support, cultivate and coordinate new projects with government staff members, conduct requirements gathering for generation of high-level visual concepts and configuration of executive briefing materials. Melinda is experienced in managing the identification, implementation and ongoing use of new technologies. She has supervised the deployment of CRM, Project Management, and Visual Presentation software. Melinda has developed and deployed New Media strategies in both government and commercial settings. She has served as SharePoint Document Manager and Blog Content Manager for both government and commercial entities, and has also provided branding and website development in the areas of User Experience and Interface Design on several projects. She has also written initial software requirements specifications for startup concepts. Melinda coordinated a project for the Office of Navy Research (ONR) Small Business Innovation Research (SBIR) Program, during which she facilitated brainstorming sessions with the research, interface design and product development teams. As a Research Analyst for Hanover Grants, Melinda oversaw research and product development efforts. She developed and generated reports for customers based on client manager requests. During this time she also developed and delivered a grants training curriculum, and supported development of a new pricing model and grants software. Prior to working with Hanover Grants, Melinda supervised receiving and processing of applications for Department of Justice solicitations as a Peer Review Panel Lead for Lockheed Martin. She was responsible for conducting reviewer outreach, coordinating the logistics of grant reviews, managing daily operations of the grants reviews, and compiling final consensus reports. As an Ensign in the U.S. Navy Melinda served in the U.S. Naval Academy’s Public Affairs Office (PAO). During this time she wrote and circulated Press Releases and escorted media members and VIPs. She served as a production assistant to the PAO during the filming of USNA promotional videos and managed the production schedule for the creation of a USNA photography book. Melinda also provided support to the USNA’s English Department as Assistant Director of the Writing Center, as well as serving as a writing tutor and substitute English Instructor. Melinda holds a Bachelor of Science degree in English from the United States Naval Academy and has begun a Master of Arts degree in English at the University of Maryland. |
