Gary Mizhir, Associate Director

Gary Mizhir consults in the area of IT Project Management. As an AD at Cowan and Associates, Gary's current project is with Navy Supply Systems Command (NAVSUP) via KPMG. In this capacity, Gary leads multiple segments through OMB Circular A-123 internal business control testing over multiple controls to assist the Department of the Navy (DON) in achieving fiscal accountability through the institution of efficient, sustainable business processes that support effective financial management.

Prior to this work, Gary supported Commander, Navy Installations Command (CNIC). This included providing a systemic process and methodology to measure Installation, Region, and Headquarters progress towards accomplishing strategic goals and objectives, program objectives, service output, customer satisfaction, readiness reporting, unit cost, and other measurements. Before that, Gary assisted his client by managing the creation of CNIC's Defense Readiness Reporting System - Navy (DRRS-N) to comply with readiness reporting criteria established by the Department of Defense.

Gary began his professional career with the US Navy, serving in a variety of supply chain management leadership positions. His operational logistics assignments include duty as the Wardroom and Aviation Stores Officer onboard the US Navy Aircraft carrier USS GEORGE WASHINGTON (CVN-73) where he led a team of 37 financial and logistics technicians in managing 17 shipboard warehouses, maintained 100% accountability while supplying 8 maintenance facilities during 24/7 operations in support of the Navy’s 3M Program. Managed the global movement, storage and disbursement of over $350M in US Navy aircraft parts and materials and met 100% of response time goals for high-priority requisitions.

Gary served a six-month Individual Augmentation (IA) assignment as Supply Officer aboard USNS STOCKHAM (T-AK-3017), one of the Military Sealift Command's 17 Container & Roll-on/Roll-off Ships, and one of the 36 ships in the Propositioning Program Squadron Two, assignment to the Indian Ocean, and led 100+ personnel of diverse backgrounds in the flawless execution of diverse supply chain functions including inventory management, ship services, retail, hazardous material, aviation and finance.

Gary’s final active duty assignment was as Afloat Services Officer at Commander Naval Air Forces Staff San Diego, California, where he oversaw Services related policy, training and inspections for the US Navy Aircraft carrier Fleet. Gary managed the prioritization, maintenance and movement of materials, training, and manpower to sustain the highest readiness levels for 14 carriers and 66K+ sailors. Gary designed and executed the Navy’s vision to centralize management and standardization of Shipboard Food Service and Retail Store Operations and led the reorganization of the Pacific Fleet food service structure, resulting in a $9.9M annual savings.
