Marci Dobal, Associate Director
Marci has over 25 years of leadership and
program/project management experience providing
expertise in Strategic Planning, Organizational
Change, Finance and Operations to private
industry, non-profits and the Federal
government. Marci
is an experienced financial management and
operations professional with proficiency in the
areas of budgeting, investment management,
resource management, customer relations,
strategic planning, organizational development
and change management.
With her
broad industry experience and skill set, Marci
has run the consulting operations of an IT firm
serving as both Chief Financial Officer and
Chief Operating Officer, and served in senior
executive positions at two non-profits and a
120-person government contracting firm.
Marci currently provides project planning and
facilitation support to the Commander, Navy
Installation Command (CNIC N56). She is focused
on providing guidance in the development of the
Integrated Product Team Initiative whose mission
is to establish a baseline of service support in
2012 and deliver standardized processes to
promote effective and efficient shore support at
Navy Installations worldwide with a goal of
realizing a 15% improvement by 2015.
Most
recently, she served as an Executive Consultant
to clients who included the President of a major
financial services firm, and the CEO of a mobile
advertising enterprise. Prior to that, Marci
directed the daily operations of two consulting
firms, including handling the negotiation,
execution, and compliance of twelve federal
contracts.
Her prior experience also includes
tenures with a Big Eight firm as a Consultant
and Manager in finance and information systems
management (where she conducted the takeover of
over 40 financial institutions during the
savings and loan crisis) and with a major
investment banking firm as an Associate in
mergers & acquisitions.
Not new to the Navy, Marci served as the Senior
Program Manager for the
Entitled Process (EP) System (NAVSEA 04) in
2006, with full analytical and delivery
responsibility, including the development of
business and use cases for all EP conditions.
In this capacity she led cross-functional
business and information technology teams and
developed clear work plans in order to
effectively work with staff located throughout
the US and overseas; developed processes for
coordinating communication among subject matter
experts, NAVSEA personnel, software developers
and Navy software maintenance teams, and
effectively created an Agile Development
environment with work teams, including offsite
development/staging/acceptance/test
environments.
Marci received her BA in Economics from the
University of Maryland at College Park and her
MBA from the University of Virginia’s Darden
Graduate School of Business Administration.
She is also a certified Project
Management Professional (PMP).
