Chad Clay,
Senior Director
Chad Clay consults in the area of IT Project
Management. As an AD at Cowan and
Associates, Chad is currently working with the
Commander, Navy Installations Command (CNIC).
In this capacity, Chad is supporting the
Performance Management Office. Previously,
he supported the creation of CNIC's Defense
Readiness Reporting System - Navy (DRRS-N) to comply with
readiness reporting criteria established by the
Department of Defense.
In 2006,
Chad completed a project with USAID working in
Jakarta, Indonesia where he was helping launch a
four-year small and medium business
competitiveness project implemented by DAI.
As a C&A AD, he also worked with a Northern
Virginia IT Firm where he led IT projects for
the US Army War College, the Defense
Intelligence Agency, the US State Department and
Fulton County, Georgia.
Prior to joining Cowan
& Associates, Chad worked as a consultant with
The Pragma Corporation on the U.S. Agency for
International Development (USAID) Enterprise
Development Project (EDP) for Central Asia.
The project assisted the development of Small
and Medium Enterprises (SME) in the five Central Asian countries that were former republics of
the Soviet Union. Under his leadership,
the project obtained a one-year extension
because of its superior results.
Prior to attending
business school, Chad worked as sales
representative for Winstar, Inc. in Seattle,
Washington. In the capacity, he helped
create and implement the office's data services
product-line strategies.
Chad served as a
Surface Warfare Officer in The United States
Navy from 1995 to 1999. In the Navy, Chad
served as the Ordnance Officer, USS Ingraham
(FFG-61) based in Everett, Washington and as the
First Division Officer, USS Carl Vinson (CVN-70)
based in Bremerton, Washington. He
received the Navy and Marine Corps Commendation
Medal and the Navy and Marine Corps Achievement
Medal (2) during his service.
Chad graduated from
The University of Notre Dame in 1995 where he
received his Bachelor of Arts degree in
Psychology and a Concentration in International
Peace Studies. Chad received his MBA from the University of Virginia’s
Colgate Darden Graduate School of Business
Administration in 2002. Chad has completed
his 36-Hour ISO-9001 Lead Auditor course and has
his Six Sigma Green Belt. |
