Jim Cecil provides expertise in strategic planning and performance management to commercial and government technology organizations. In his recent work, Jim has partnered with his clients to address strategic sourcing and performance management challenges in information technology (IT), research and development (R&D), and internal oversight. Jim is currently providing expertise in IT strategic sourcing and acquisition of Net-Centric technologies to the Department of Defense (DoD) Assistant Secretary of Defense for Networks and Information Integration / Chief Information Officer (ASD DoD NII/CIO). He provides guidance and program management support to the DoD Enterprise Software Initiative (ESI), which is a DoD IT strategic sourcing initiative that implements and promotes the use of enterprise agreements for IT acquisitions. ESI oversees DoD’s IT Asset Management (ITAM) program, which seeks to support DoD IT strategic sourcing objectives and enable reuse of IT assets by providing visibility into DoD-wide software and hardware inventory and acquisition data. Jim provides DoD program management and technical expertise in support of ITAM. DoD CIO has also partnered with the Defense Technical Information Center (DTIC) “Techipedia” initiative to provide web 2.0 capabilities (e.g., wiki, blogs, RSS, discussion forums) to stimulate department-wide sharing of technology-related requirements, existing capabilities, and lessons learned. As a pilot Techipedia user, Jim is helping DoD CIO explore the use of social software to accelerate adoption of Net Centric technologies across the DoD. Jim is also a frequent speaker at DoD conferences on ESI, ITAM, acquisition of Net-Centric IT, and Service Oriented Architecture (SOA). In a previous engagement for Cowan & Associates, Jim developed an inspections program for the for the Department of Navy’s Commander, Navy Installations Command (CNIC) Office of Inspector General (IG). The Inspections Program coordinates CNIC oversight programs and aligns IG objectives and resources with business objectives to ensure that limited IG resources are efficiently deployed to optimize compliance and operations within CNIC. Jim has over seventeen years of experience working with senior executives in strategic planning, budget development, capital asset management, program management, business process transformation, and system implementation. Prior to joining Cowan & Associates, he led efforts to implement enterprise portfolio management solutions and a program management office (PMO) for the Department of Homeland Security’s (DHS) Science and Technology Directorate (S&T). On other past federal engagements, Jim led development of the E-Government program plan for the Small Business Administration (SBA), and established an IT governance model with capital planning and investment control (CPIC) processes for $1.7 billion in annual information technology expenditures for the CIO of the National Nuclear Security Administration (NNSA). He also managed and implemented a variety of strategy, management and systems solutions for the United States Postal Service (USPS), Internal Revenue Service (IRS), United States Sentencing Commission (USSC), Department of Army, Department of Navy, and Department of Air Force. Jim’s commercial experience includes engagements with ExxonMobil, Marriott, MCI, Ryder Truck Rental, and other companies in the financial services and technology industries. For these commercial clients, he devised strategies and implemented solutions for capital asset management, commodities trading, IT resource management, customer relationship management (CRM), procurement automation, claims/case management, and tax document management. Jim previously held management and consulting positions with Booz Allen Hamilton’s Worldwide Commercial Business, ICOR Partners, Perspective Technology Corporation (now Idea Integration), Network Imaging Corporation (now Metavante) and American Management Systems (AMS, now CGI). Jim holds a Bachelor of Science degree in applied mathematics from Kent State University, and a Master’s in Business Administration degree from the Colgate-Darden Graduate School of Business Administration at the University of Virginia. He holds a Top Secret clearance. |
