Scott Bethmann, Director

Scott Bethmann consults in the areas of supply chain, financial, program and portfolio management, information technology, and strategy.  He is a motivational leader and team builder with over twenty-eight years of progressive leadership and management experience in DoD and consulting.  

During his twenty-four year career in the US Navy, Scott served in a variety of challenging supply chain, financial, program management, IT, training, and administrative leadership positions.  Operational logistics assignments included duty aboard three ships, culminating in his assignment as Supply Officer aboard the USS JOHN F KENNEDY (CV-67), where he managed the entire logistics business for an aircraft carrier, its’ 80 plane Air wing and 12 other ships and submarines of the battle group, and a 300 person Department across nine Divisions during a six month deployment to the Persian Gulf.  

Ashore, Scott’s operational tours included Executive Officer at Defense Logistics Agency (DLA) Headquarters, where he managed content and context of daily operations for the CEO of one of the world’s most dynamic logistics organizations - 22,000 employees, annual sales of $25B, 4.6M line items, 1.5M contracts, and 10M annual demands with cost centers in 48 states and 22 world wide locations.  

As Comptroller of the Naval Inventory Control Point, Scott was responsible for fiduciary control of the Navy’s Aviation, Surface and Submarine assets, budgeting and execution of $5.2B in material resources for the procurement or repair of the entire Navy’s repairable assets and the total asset visibility of the Navy’s $37B repairables inventory.   

Scott directly managed the academic faculty and curriculum for the Navy’s Business School, providing over 550,000 contact hours of training in 31 programs of study. Received the Navy’s Training Excellence and the Athens Volunteer Organization of the year Awards.  Established and taught courses in career management, ethics, etiquette and standards of conduct. 

Most recently, Scott was a Principal Consultant for PRTM, where he was team lead for projects in transformation of DoD depot maintenance processes, market attack strategy, budget analysis, organizational alignment, capability based budgeting, portfolio management and governance.   

Scott received his BS in Resource Management from the US Naval Academy, and a Masters in Financial Management from the Naval Postgraduate School.  He is a graduate of the Kellogg Executive Management Program at Northwestern University. Scott is DAWIA Level III certified for Acquisition Management and a member of DoD’s Acquisition Professional Corps (APC).
