Cowan & Associates Wins Task Order to Provide Air Ops Support to CNIC N32


Cowan & Associates, Inc. (C&A), an Arlington, Virginia-based Veteran-Owned Small Business (VOSB), specializing in IT and management consulting to the federal government and academia signed a task order today with
Capstone Corporation. Inc.  to provide support to Commander Navy Installations Command (CNIC) N32 Air Operations Program.
 

C&A’s Associate Director, Carl Bright will be heading up this effort.  Carl is a financial, operations and aviation logistics expert with over 29 years of leadership and project management experience providing supply chain and training expertise to the Military and commercial sector. 

As a former US Navy Supply Corps Captain, Carl’s previous naval service included Washington, DC Office in Charge (OIC) for Navy Supply Systems Commander (NAVSUP),  Deputy Commander Aviation for the Naval Inventory Control Point (NAVICP), and Commanding Officer of the Fleet and Industrial Supply Center (FISC), Puget Sound.  His sea duty assignments included Supply Officer aboard the USS GEORGE WASHINGTON (CVN-73) and USS THOMAS A EDISON (SSBN-610), and Assistant Supply Officer aboard USS TARAWA (LHA-1). 

Most recently, Carl was Director of KPMG’s Risk Management Advisory Services. 

Carl received his BS in Business Administration from the Alcorn State University and Master’s Degree in Acquisition Management from the US Naval Postgraduate School at Monterey, CA.
