Cowan & Associates Wins Task Order to Provide Admin Support to CNIC N00


Cowan & Associates, Inc. (C&A), an Arlington, Virginia-based Veteran-Owned Small Business (VOSB), specializing in IT and management consulting to the federal government and academia signed a task order today with
Capstone Corporation. Inc.  to provide support to Commander Navy Installations Command (CNIC) N00H Command and Staff Program.  

C&A’s Associate Director, John Friedlander will be heading up this effort.  John is an expert in IT, training, personnel and financial management, administration and training.   Previously John was as a consultant with CACI Enterprise Solutions, Inc.  as a Program Manager for the Chief of Naval Personnel (OPNAV N16) staff where he built a business case for future pay and personnel. 

As a Captain US Navy Reserves, John served in a variety of IT and personnel assignments, including Requirements Analyst aboard the Chief of Navy Personnel Staff where he served on the Total Force Career Tools Configuration Management Control Board.  At the Navy Personnel Command, John served as a Program Analyst where he developed the Functional Requirements Document for the Human Resources transformation effort.

While on active duty, John’s operational assignments included Auxiliaries Officer aboard
USS GUADALCANAL (LPH-7), and Electronics Material Officer aboard USS RICHARD E BYRD (DDG-23).   His shore assignments included Instructor at Officer Candidate School (OCS), and Deputy Director for Training at Naval Education and Training Command (NETC).

 

John received his BA in Government from Cornell University, and a Masters in Education from University of Rhode Island
